Baltimore County doesn’t have an online arrest record and inmate search tool available locally. Baltimore City is an independent city considered to be on par with the jurisdiction of Baltimore County.

Therefore, Baltimore City has its own set of government agencies providing services to its residents. Unlike Baltimore County, the Baltimore City Police Department hosts arrest data and provides a map of where arrests occurred. The agency can also be contacted for any inquiries or visited in person.

Look Up Arrests via the Baltimore County Sheriff’s Office

The Baltimore County Sheriff’s Office is responsible for processing, recording, and serving all legal papers, including warrants issued by the Circuit Court of Baltimore County or any official state and local agencies.2

However, Baltimore County bookings are unavailable online; they don’t have an arrest records search tool. To find out if the person being checked was arrested, the searcher may contact the sheriff’s office at 410.887.3151 or visit the office in person at the address below.

To request a copy of an arrestee’s record, the searcher may create a PIA request via mail or email with the following information:

The Baltimore County Police Department (BCoPD) doesn’t have an online arrest records search.3 Instead, they have Crime Blotters shared by every local precinct. These blotters provide the following information:

Searchers may contact the Baltimore County Department of Corrections to get an inmate’s record.4 The department doesn’t have an online inmate search. It will not provide the inmate’s information over the phone, so to determine if an inmate is in the correctional facility, interested parties must call the security desk at 410.512.3200 and then press ‘0’ to talk with an operator.

Interested parties could also obtain copies of crime and accident reports from the BCoPD, except for reports involving juvenile suspects.5 To get a police report, the Request for Copy of Police Report form must be completed and then submitted to this address:6

For general information, the Baltimore City Police Department provides arrest data in a public index that anyone can explore. It is updated daily and can be searched by clicking a specific area on the map or providing the address or location of the arrest on the search engine. The result doesn’t show the arrestee’s name, but it still provides useful information to the researchers.

How To Conduct a Free Public Criminal Record Check In Baltimore

Baltimore County and Baltimore City have online daily records of criminal cases provided by the Clerk of Circuit Court and local police departments. However, most of the older records are not retained on their websites.

Older cases are still recorded though, and a free public records search can be done through designated Maryland state government websites. Some records or part of the cases might be confidential and will not be shown to the public.

To get a comprehensive criminal record of someone, interested parties may submit a request to the custodian either in-person or by mail–in Baltimore County first for a broader search, or through Baltimore City if the searcher is looking for someone within the city.

Access Criminal Cases & Charges Through the Baltimore County Clerk of Circuit Court

An online daily docket for Baltimore public records like criminal, civil, and domestic cases is available and updated every day from 4:00 – 4:30 P.M with the information for the following day.8 This docket shows the full name, case number, time, judge, and room number of the courtroom. It can also be filtered by providing the division or case type the researcher seeks.

Baltimore County and Baltimore City lack an online search tool for older charges and criminal convictions. Fortunately, all criminal cases are submitted to the state for recording purposes where anyone may do a Baltimore County case search, which will be further explained below.

Search Prior Charges & Criminal Convictions Through the Baltimore County Police Department

The Baltimore County Police Department doesn’t have a local criminal record search tool available online, but interested parties may inquire or process a PIA request for Baltimore County criminal records and submit it via mail or email at:

Anyone may request copies of crime and incident reports. Victims requesting their incident reports can receive them free of charge, while others must pay a $15 fee for each report.

Baltimore County Police Department also has available crime data statistics; the National Incident-Based Reporting Systems (NIBRS) CRIME data dashboard is updated on the 20th of each month and the 2017 – 2020 Aggregated Part 1 Crime (Crimes Against Persons) Dashboard is publicly accessible as well.

The Police Department of Baltimore City doesn’t have an online criminal records search tool showing the names of offenders, but they make a crime dataset available and update it on a weekly basis.

The data can be presented on a map or table. The map can be searched by clicking a specific part on the map or providing the address through the search engine. As for the table format, the searcher can filter or style it to get the most relevant information needed.

This crime data represents the characteristics and locations of major crimes like murder, aggravated assault, shooting, robbery, and more. The data doesn’t have the offender’s name, but researchers can use it as additional information for their search.

The Baltimore City Police Department also has additional crime datasets, like the Baltimore Police Department crime map, that are very helpful to anyone who wants to learn more about the crime rate in the city.

Sexual offense is another type of crime, and the police departments of both Baltimore County and Baltimore City have a designated local law enforcement unit with which the resident and non-resident Child Sexual Offenders and other Sexually Violent Predators must register their verified current addresses every 90 days of their entire life either in-person or through mail.

How To Determine if Someone Has an Arrest Warrant in Baltimore

An arrest warrant is a written court order issued by judges and other district court commissioners that gives a law enforcement officer the right to arrest and bring the suspected person to a magistrate for trial.

Records of Baltimore County warrants are unavailable on their local website and even on the Baltimore City website. The Baltimore Police Department also discloses the policy they implement to process arrest warrants.

To find out if someone has a warrant, interested individuals may contact the Baltimore County Sheriff’s Office and the Baltimore City Sheriff’s Office for inquiries and records requests.

How To Get a Background Check Done in Baltimore County Maryland

Anyone can do a background check and find Baltimore public records using the tools and resources provided in this article. Still, the depth or level of information that will be collected depends on the type of background check a researcher may do. There are two types of background checks, depending on the purpose: personal background checks and professional background checks.

Anyone can do personal background checks without needing consent from the person who will be checked. The information gathered about the person must not be used to harass and intimidate, or in any illegal acts.

On the other hand, professional background checks are more restrictive, requiring consent from the person who will be checked and other necessary documents.

These professional background checks are conducted by the Maryland Department of Public Safety and Correctional Services through the Criminal Justice Information System.15 They maintain the criminal history record information and the fingerprint-supported criminal identification records in Maryland.

The requirements for background checks vary based on the location of the person and the purpose of doing a professional background check on someone or oneself, which could be for employment or licensing purposes, for adoption, and application and renewal of hazardous material endorsement for commercial driver’s license, among other purposes.

The fees for a background check depend on the background check category the requester chooses, and can be paid via a check or a credit card.

How To Review Maryland Criminal Records Through State & Federal Resources

With the lack of an online search tools at the county level, searchers may want to opt for state-level inmate locators such as the Maryland Department of Public Safety & Correctional Services inmate locator (DPSCS) and VINElink to check public records.

The DPSCS helps the public locate the inmate’s housing location and provides information on short sentenced offenders. The locator can be searched by providing the inmate’s first and last name.16

Attorneys record all cases, such as criminal cases, through the Maryland Electronic Courts (MDEC) e-filing system. This portal has a Smart Search tool–the Maryland Judiciary Record Search–where anyone can view a case’s non-confidential documents.17

To look up someone’s criminal record, the searcher must enter the case’s record number or the defendant’s name with an order format of last, first, middle name, and then suffix, if applicable. The search tool also has advanced filtering options–such as the county of relevance–that help find the case faster.

If the searchers require detailed case information, they may search through the Maryland Judiciary Case Search.18 Cases can be searched via this public records repository by either person/company (where the searcher can choose the type of case like whether it is a criminal case, civil case, etc. and also the county or city), or by case number–which will require the searcher to select the county circuit court and case number.

Maryland also has a comprehensive sex offender website where searchers can find someone’s mugshot, name, address, and other information.19 Anyone in Maryland can check for registered sex offenders living or working nearby and other information the interested parties may need, such as the offender’s movements and resources helpful to prevent or get treatment for sexual abuse.

Other federal resources allow a searcher to do a free criminal record check in Maryland.

The Federal Bureau of Prisons inmate locator allows individuals to find incarcerated individuals and their locations, for federal inmates who were incarcerated or released from federal prisons from 1982 until now.

The National Archives & Records Administration is where individuals can order copies of records of prisoners released before the year 1982.

Lastly, the Dru Sjodin National Sex Offender Public Website is an offender locator specifically for registered sex offenders search. The database provides public information about the location of all registered sex offenders in any city/town, county, state, territory, and even tribal boundaries in the United States.

The Maryland Judiciary provides an online directory of appellate, circuit, district, and orphans’ courts with various resources researchers can rely on when seeking Baltimore County court records.20

There is also a Maryland Judiciary Case Search available; this database of court records can be browsed either by name or by case number.

The case search by name is defaulted to search by exact name only, but it’s possible to search by partial name, at least with the first character of the last name followed by a % symbol. The first name is not required for a partial name search, but the searcher may put a % symbol there as well.

Certain confidential information will not be disclosed to the public; withheld information includes juvenile case records, expunged records, cases containing trade secrets, and all case types protected by the Maryland Rules on Access to Court Records.

The Clerk’s Office is responsible for entering Baltimore County public records into the system. In Baltimore County, civil cases (records from June 1, 1995, up to the present) and criminal cases (records from 1984 up to the present) are available online.

In Baltimore City, civil cases (records from November 23, 1998, up to the present) and criminal cases (records from 1993 up to the present) are also available electronically.

To obtain additional information about a case, the researcher may file a request in person or through mail to the courts the case is associated with.

How To Check Vital Records About Marriages, Divorces, Births & Deaths in Baltimore County

The Baltimore County Clerk of the Court is the best starting point for interested parties who want to check if someone is married or divorced, as vital records can be requested here.

The Maryland Department of Health, Vital Statistics Administration also provides instructions on getting birth and death certificates and other resources needed to obtain those records at a state level.21

Baltimore City public records–such as certified or uncertified copies of these vital records–can also be ordered through the Baltimore City Archives, either online or by mail.22

Retrieve Marital Records (Divorced or Married) Through the Baltimore County Clerk of the Court

Marriage and divorce records can be obtained from the Baltimore County Clerk of the Court in person or by mail or email.23 The payments for these records can be made via cash, money order payable to Clerk of the Court, or by VISA, MasterCard or Discover credit card. Debit cards are not accepted.

Marriage licenses can be obtained for a $15 fee at the time of issuance.

Note: The verification document is not an official divorce decree or annulment, so only certain agencies accept it.

View or Order Birth & Death Certificates in Baltimore County via the Maryland Vital Statistics Administration

There are only certain individuals who can obtain either birth or death certificates.

For Birth Certificates, the people who are allowed to order are the following:

  • The individuals requesting their birth certificate
  • The parent named on the certificate
  • The guardian appointed by the court (with proof of guardianship) of the individual named on the certificate
  • The surviving husband or wife of the individual named on the certificate
  • The representative (with a notarized authorization letter signed by the individual or parent stating that the representative has permission to get a copy of the certificate) of the individual or the parent named on the certificate
  • The representative (with a notarized authorization letter signed by the court-appointed guardian stating that the representative has permission to get a copy of the certificate) of the guardian appointed by the court named on the certificate

Death Certificates, on the other hand, can be requested by the following people:

  • The funeral director in charge of the body disposition of the deceased

The Maryland Department of Health, Division of Vital Records is responsible for issuing certified copies of vital records for Baltimore County and Baltimore City, such as the certificate of birth and death records in 2012 or later.

A certificate of death dated before 2021 can be ordered through the Maryland State Archives, and the agency must be contacted first to ensure that they have a copy of the certificate the requester is looking for.

The certificates can be ordered online via VitalChek or by mail with fees based on the type of certificate the requester is ordering. Payments for mail orders can be through a check or mail order, while for online orders, payments can be made through all major credit cards such as Visa, MasterCard, American Express, Discover and others.

How To See Who Lives at an Address or Owns a Property in Baltimore County Maryland

Baltimore County has an property search portal where property owners can search for their property’s tax information, print a bill, and pay their property taxes.24

This tool can be searched by providing the parcel number, business account ID, or their street address. If a specific bill will need to be paid and the bill number is available, the property owner may enter the number on the Pay by Bill Number search tool.

The probate records and wills of the deceased are public records that can be checked in the department where the record was filed. As stated previously, doing personal background checks has limited restrictions but must not be used for illegal activities and can’t be used for professional purposes. On the other hand, professional use of public records in Baltimore County is more restrictive. It has more regulations connected to it to protect the rights of those individuals being searched.

These are some of the laws protecting the privacy and other rights of people who are being looked into for professional purposes; find them below, with a brief description of each:

Ban the Box law, Article, § 3-1501: This law ensures that everyone is given a fair opportunity to work, by making it illegal for employers (with 15 or more employees in Maryland state and ten or more employees specifically in Baltimore City) to run a criminal background check or ask applicants if they have a criminal history for the first in-person interview before they are given an offer of conditional employment.28

Applicants must be evaluated fairly on their merit. Some employers are exempted from the Ban the Box law, and those are employers who provide services, programs, and direct care to minors or vulnerable adults.

If anyone experiences a violation of this law in Baltimore City or Baltimore County, they may file a complaint online or fill out the Maryland Criminal Record Screening Complaint Form.

Article §20-602: If an employee is discriminated against at work due to various reasons such as race, origin, sex, or criminal record, the employee may file a complaint through the agency’s public portal against an employer or the organization engaged in employment discrimination, and the Intake Unit will assist them.29

The U.S. Equal Employment Opportunity Commission (EEOC) has a field office in Baltimore, Maryland, which can be visited by appointment every Monday through Friday from 8:30 A.M. to 4:00 P.M. If the employee wants to file a complaint through EEOC, they may provide the information needed and then the EEOC will do remediation to protect the individual.

Fair Credit Reporting Act (FCRA): The FCRA provides several rights, making sure to advocate for accurate, fair, and private information. Those rights include the right to be told if the information in your file has been used against you, the right to know what is in your file, and that inaccurate, incomplete, or unverifiable information must be corrected or deleted by the consumer correcting agency record custodian.30

Article §3-501 to §3-514: Anyone may submit a claim for fraud and other state resource abuse, such as someone conducting a professional background check on an individual without consent.31

Baltimore County public records are great resources and can be used efficiently for different purposes, especially if the researcher knows where to find them and how to use them ethically.
